CalRecycle Orders LEA to Enforce the Solid Waste Permit

In a May 26, 2016, ruling, CalRecycle found that the proposed demolition of 52 structures on the Gregory Canyon property constitutes the start of construction of the proposed landfill requiring that the developer comply with mitigation measures linked to the start of construction.  CalRecycle rejected the position taken by the County LEA that the proposed demolition of the structures was not start of construction.  CalRecycle directed the LEA to enforce the conditions of the solid waste facility permit and the mitigation measures in the Final EIR and require that the developer satisfy those requirements before starting the demolition or any other construction work on the property.
